The bird in this cross is intended to be a dove, which has a very rich symbolism throughout Christianity to be acquainted with the holy spirit.  In the case of Celtic Christianity it has an additional meaning in that Saint Columba was often attributed to it.  Columba is one of Scotland most well known Saints, being among the very first to establish a monastic center in the Western Highlands.
